Henry Pepper was born in Philadelphia on November 4, 1846, the son of Henry Pepper Sr. and Sally Norris.
Pepper entered the University in 1861 as member of the Class of 1865. During his college years, he was a member of the Philomathean Society and the Zeta Psi fraternity. He also rowed in his class’s Sophomore Boat Club. Three years after Pepper’s graduation from the College, the University awarded him both an A.M. and LL.B. degree.
Pepper married Agnes Campbell Price Norris, widow of George Pepper Norris, A.B. 1850, M.D. 1858. He died in Wilmington, Delaware, on March 3, 1880.
